Functional overview for stakeholders
This module enables Architects / Engineers / Supervisors /Town Planners etc. to register Online. Provision to migrate already registered Architects/ Engineers / Supervisors details in the system with current status and validity of registration. Provision to renew the registration.
Centralized Registration: Provide a single interface for the registration of all architects (across the state), who intend to do a transaction with the ULBs.
Online Application for Registration: Identify the applicant with reference to a unique ID. Capture the following minimum information of the applicant with appropriate validations.

Module 1: Online registration of Architects/ Engineers / Supervisors etc.
Approval of Applications: Enable the Competent Authority to approve/reject the applications for registration; based on a workflow system and business rules. Communication of successful registration/ rejection to the applicant through an e-mail alert & SMS.
Renewal of Registrations: Enable the Competent Authority to renew the applications for registration according to workflow/business rules. Communication of successful renewal will be sent to the applicant through an e-mail alert & SMS.
Search: Enable authorized officials to search the database for list of registered architects based on the ‘search’ criteria such as - line of business, turnover, past experience or as decided by ULB.
Help: Provide an online handbook and user manual for registration. Provide FAQs on the registration process. ULB official will provide help desk assistance for resolving architects queries on registration process.
Module 2: Online Real Time Scrutiny of Drawing/Plan
The Module enables the Architect/Engineer to submit the Drawing in Drawing Interchange Format(DXF) format from any Open Source CAD tools of their choice. The condition for the following are:
The drawing should adhere to the Standards stipulated.
The Standards will be provided to the Architect in the native format (DXF) .
The Module enables the Architect/Engineer to submit the Application for various Services as listed above along with required supporting documents. Under the current provision, the document checklist will aid the Architect/Engineer.
The scrutiny process is online realtime and the Architect/Engineer will get the detailed Scrutiny report within minutes of submitting the Plan.
Scrutiny reports will list the Bye-laws and sub-clauses with the approved values against the extracted values.
Based on the extracted value range validation will be done by the system.
Only on clearance of all the Rules Scrutinised the Report will reflect ACCEPTED.
On Accepted Report a unique number of the Scrutiny will be generated

Module 3: Submission and processing of Application
The entire process from the time of submission of drawing to scrutiny completion is automatic without any human intervention and instantaneous.
If the Scrutiny report REJECT the drawing the Report will have the details of the clauses in which it was rejected and also the values of the parameters.
The Architect/Engineer can correct the drawing and can resubmit the drawing till he gets the approval.
Only on approval the unique reference number for the Scrutiny Report will be generated.
Only with this number the Submission of Application can be initiated.
The OBPS handles the Plan Scrutiny in Online Real time mode and there is no need for any wait time, once the Plan is drawn. Scrutiny gets completed in less than a minute..
From the Plan submitted by the Architect the System will generate all the relevant plan in PDF format automatically. These are the set of Plans which will be issued to the end user with certification on successful completion of the Application Process.
The Application can be filled and required documents can be uploaded by the Architect once he has the Plan Scrutiny Reference number.
On Submission the Citizen need to validate and self certify the Application.
Module -4: Application Process by the Department
Workflow is configurable as per the requirements and will be done during the Customisation phase of the Project
All approvals will be electronically signed (e-sign) with QR code
The application captures all relevant details for all internal and external agencies; relevant data needs to be forwarded to corresponding agencies for issuing NOCs.
SLA on NOC is also validated by the System. If the required date is passed without a reply from the NOC department the NOC will be taken as Deemed approved.
In addition a single window mechanism is also built into the system. This feature can be used by Departments which do not have the IT system for their process in full.
Provision for entering onsite inspection details and geo-tagged images (document upload facility) of the Site Inspection.
The product has for the staff and the management for viewing the completed and pending tasks / works / applications.
The product has features for Online single window system, and integrations with all internal and external agencies required to provide applicable NOCs/approvals (Fire Services, Water and Sewerage Department, Discoms, AAI, NMA, Forest, Labour, Factory Directorate)
A Statewide Dashboard is also available which can be used by State Administrators to see the flow of applications and the pendency or exceptions.
The product offers Security on User Authentication with Role based access
The product will generate various MIS reports as per requirements of the Departments from time to time. MIS reports based on the payment received, dues position, plans passed, pending proposals, delayed approvals be generated as per Department requirement.
The Product has well-defined inspection report format at various levels to guide the inspectors which is also configurable.
The Product incorporates digital signature (e-sign) for approval of application at different levels in the application system, Building permission letter, approved drawing, notices, letters, completion cum occupancy certificates etc.
Product has well defined service levels and the escalation matrix to officials regarding time limit for processing an application automatically in the system.
The Product after the Citizen validates the application the system will schedule the Document Verification visit date. This date can be rescheduled by both the parties once.

The Checklist for the Document Verification will be filled up by the officials on the Document Verification meeting. In the system the the Checklist is configurable.
The Product offers provision to incorporate the changes of building by-laws as intimated by the department in the application within time frame.
Product has the feature to capture the history of changes and based on the original application submission date the relevant rules will be taken into account for scrutiny.
The Product has the feature of provisioning ther Revoking/Cancelling of Building Permission.
On completion of the Document Verification the applicable NOC Departments will be addressed by the System for NOC.
Field Verification Schedule will be assigned by the System with reschedule option for both the parties once.
The officials can do the Field Verification, update the report in a checklist format and forward for approval
Module-5: Online Fee Payments
The solution is integrated with the payment gateway for Online Payments and facilitate for Fee collection, Fee calculation, refund calculation and generate online fee receipts based on the submitted Building plan.
Upon approval of the report and NOC clearances the Fees are computed automatically by the system.
The Fee computation uses the Plan Parameters and the applicable laws and rules of the State which are configurable.
The Plans in PDF will be generated by the System with QR Code without any manual intervention.
Citizen/Architect can pay the Fees Online
Upon payment of Fees Plan Permit Approval process will be initiated and approved with Digital Signature. The Permit has been incorporated with QR Code.
The Fees can be collected under various heads of accounts and the Reports for the collections against the Heads of Accounts will be generated. This will enable the user to account the collections accordingly.
Module-6: Certificate(s)
The product has provision to generate certificates with e-Sign/ digital signature and QR code which can be downloaded by the applicant.
Module-7: Notice(s)
The notices, acknowledgment letters, approval letters, deviation or the rejection letters will be system generated with e-sign.
Every communication sent/received from/by an applicant will be received online only and reflected in the case as well as in the reports which can be used in court cases & for any other purpose.
Module-8: General requirements
The software tracks delays in approval steps and maintain an audit log of the approval process steps.
System generates an alert against each application when it nears the time limit for disposing it.
The solution allows extraction of system logs to excel/pdf formats for internal analysis of cases.
The product have provisions where in providing basic parameters like certificate no., name, area etc. would generate basic information about approved certificate and hence would enable easy third party verification.
The Checklist, FAQ, User guide with video should be provided for end users.
The product provision to get month wise approved/ rejected/ pending application and status of pending approval.

Enact a comprehensive uniform building code/building by-law with the following features:
● Prepare a uniform building code. The State may have separate sections within the uniform building code/ building by-law which apply to specific geographic areas or are under the administrative control of different agencies/ bodies

No objection certificates (NOC) are certifications or permissions acquired from various bodies like Airport authority, monument authority, etc before any construction activities actually take place.
To acquire a building permit, an applicant needs to acquire NOC from the concerned authorities. Add the specific authorities at the State/ULB level in the NOC Departments master list for automated processing of NOCs. Refer to the National Bye-Laws for details on State/ULB specific NOC requirements.

Construction or renovation of buildings is regulated by Municipal Body in India. One must get permission from the ULB prior to construction. This process involves submitting the building plan to ULB along with other documents, ULB verifies the plan with other documents and approves the construction. The document which authorizes the construction is called “Permit Order” One must have this permit order with him till the completion of construction. ULB officials will inspect various stages of construction and make sure it is in compliance with the plan. When construction completed, after inspection Secretary provides a “Completion certificate” and finally will provide an “Occupancy Certificate”. This entire process is known as “Building Plan Approval”.

The computerised and automatic building permission system offered under the National Urban Stack(NUS) facilitates citizens who seek permission for construction of a building within any Urban Local Body with a transparent, speedy, hassle-free and user-friendly procedure. Online Building Permission System (OBPS) is one of the components of a smart city that has the capability of providing a single window for acquiring building permits, NOCs, and clearances from multiple agencies or departments. Keeping in mind the benefits associated with the product offered, the proposed system is about to be implemented in 500+ ULBs across the country in 15 states and Union Territories. (For details on product features refer to Section-2).
For the offered product, the implementation process can be divided into six major distinctive stages. Each stage has predefined entry and exit criteria, roles & responsibilities to assure objective monitoring and decision making for the overall success of the engagement. The whole implementation lifecycle is typical of 35-40 weeks keeping in mind the entry, and exit criteria defined at the beginning and end of each stage is met within the recommended time.
Stage Zero-program setup and onboarding is a pre-requisite for the initiative to kick-off and requires setup of the governance model, implementation Team and decision regarding other significant elements of the initiative like funding and procurement process.
Stage One of the initiative requires scoping of the initiative and deciding on the priorities for implementation by the state implementation Team.
In stage three, the state Team will work upon identifying and finding solutions to the significant gaps in the product offered w.r.t. to the needs of the state.
Configuration and customisation of the product offered in the primary objective of stage four. This involves working on various aspects of state-specific needs and incorporating them into the product suite offered.
In stage four and five, post doing UAT and including all the necessary feedback on the product, the roll-out of the product is done at the state level (Go Live) from a couple of ULBs to pan state coverage. (For details on the implementation plan refer to Section-3).
The whole implementation cycle requires a Team of individuals with specific skill sets to work very closely. The state implementation unit comprises individuals with Program management, business analysis, implementation engineering, software engineering, architecture (DCR Domain) and capacity building skills. Depending upon the phases of implementing the initiative is in, the amount of effort by each participant in the smaller units will vary. (For details on resource sizing and requirements refer to Section-5)
Based on close deliberations with various stakeholders, it is recommended that the budgetary allocation for the implementation of the initiative should be around 3 crores to 3.8 crores1 for statewide implementation and Operation and Maintenance Cost (per Year )for the initiative will be approximately 1.35 crores to 2.0 crores2. The budget allocated needs to be utilised for human resources requirements primarily. The budgetary allocation is recommended as per the NICSI standards published on https://www.nicsi.com/ (Check Annexure 1 for NICSI standard rates). The estimation of the budget will increase or decrease based on the rates applicable to the resources required. (For details on budgetary allocation guidelines refer to Section 5).

This section provides an overview of the methodology for the state-wide implementation of OBPS. Implementation of OBPS is distributed across six distinct stages. Each stage has predefined entry and exit criteria, roles & responsibilities to assure objective monitoring and decision making for the overall success of the engagement. Details of each stage are defined in this section.
OBPS implementation program is expected to be completed within approximately 37 weeks with the resource deployment by the State and System Integrator(SI) Team (as defined below). However, it is critical that activities and exit criteria set for each stage are achieved to adhere to this timeline.

Development Control Rules Experts: they should have the domain skills on the drawings and plan along with the DCR rules of the State. They would provide the templatization of the DCR Rules, validate the same once configured in the Application and approve.
Nodal Officer: He would play the organise role who will provide all logistics support and scheduling of activities related to the project, Rollout and training of both Engineers and ULB officials across the State.
To provide the facility for the employee users to update the BPA application state.
The localization module used across the OBPS module was rainmaker-bpa and rainmaker-common, out of which we initialized rainmaker-bpa with module initialization.
The application details page is used to display the details of the application and also showcase all the actions that can be taken on the application.

In this step, the user can upload multiple documents and/or approve the already uploaded documents.
The user approves the uploaded NOC documents.
The user fills in the inspection details (date, time, question, remarks) and submits.
Here the user approves the required permit conditions and can also add new conditions.
All the screens are developed using the new-UI structure followed previously in FSM, PGR, PT, and TL. Certain new components have been introduced such as Multi-Document Upload, Approval Checks, etc.

OBPS search application is used to search all the applications independent from the workflow/process instance data, which eliminates the presence of valid roles to search for an application from any business service.
Make use of the already documented applicationType and serviceType MDMS. Create a couple of hooks to coordinate and easily use the available filters.
Users can view all the applications assigned to them in the employee inbox. And it provides multiple filters and search options to filter the applications.
OBPS Inbox uses InboxComposer React HOC to create the Inbox through various child components, for both mobile and Desktop Components.

For viewing OBPS inbox these roles are necessary "BPA_FIELD_INSPECTOR", "BPA_NOC_VERIFIER", "BPA_APPROVER", "BPA_VERIFIER", "CEMP"

To provide the facility for the user for creating New Building Permit Application by the citizen. Every application which is created is a part of the workflow.
Users can apply for a new building permit application by clicking on the “Registered Architect Login”. This option can be used only by registered architects to log in. Other users will not be able to proceed further.
Architects will first need to generate an eDCR Scrutiny Number if it is not already available. For this click on “Plan Scrutiny For New Construction”. If the eDCR Scrutiny Number is available, navigate directly to “Building Plan Permit For New Construction”. Add all required information while going through the workflow.
The Create API is called in the middle of the workflow after owner details. And, at the end of the flow, a summary screen is visible for the review of the entered details. Click on the submit button calls the Update API that changes the status from Initiated to Applied and the Registration Application gets updated.
Users must provide the City, Applicant Name and upload the dxf file in order to generate eDCR number.
Acknowledgement Page gets displayed. Users can apply for the building permit by clicking on the Apply for Building Plan Permit button. Or, they can go back and apply from the home page as mentioned in the previous section.
The New Building Permit Document Required screen is displayed after login, which helps the user to understand the necessary documents needed to complete the new registration for New Building Permit. A Citizen Info card is also shown at the bottom of the page for any additional information such as the maximum size of the file that can be uploaded.
The TimeLine component is present on all pages of the application. It informs the user about each stepper in completing the registration application.
In this step, the users need to provide and verify the details from scrutiny API.
Users will need to verify the basic details received from the API, using the eDCR scrutiny number. In case the scrutiny number is not entered, users can enter the number and search for the result.
The data asked here is not compulsory - users can enter or skip it too.
On this page, half of the details are received from the scrutiny details API and a drop-down for sub occupancy which is multiple in nature. Users can select accordingly.
Users can click on the GIS icon and select and pinpoint the current address on the geolocation component.
If the user does not want to select the location on the map, they can enter the Pincode. The city and locality get selected accordingly.
In this step, users have to provide details about the owner. Owners could be single or multiple.

In case, multiple owner option is selected, the Add Owner button is visible. The Primary Owner checkbox is also available. Click on the Add Owner button allows users to add multiple owners accordingly. Click on the Next button calls the Create API.
Users have to select the document type. The upload multiple documents if needed using the document upload component. If the type is only one, then it came pre-selected for user convenience. Also, the documents which are mandatory are defined in MDMS from where it is fetched.
An info card is also visible which informs the user about the application number of the application created in the create API call.
Users need to verify and upload the documents, if required, for the NOC details. This information is also fetched from the MDMS.
Users can cross-verify the data entered throughout the flow on the Summary page. In case any change or update is required, they can click on the edit icon available adjacent to the section headers. This redirects them to the relevant page and the entire flow is repeated again in order to submit the application.
Along with this Fee estimate for the corresponding application is also shown on the summary page.
For BPA Application the Update API call is made. Below is the snippet of the Update API used:
If the API response is successful, then the Acknowledgement Screen is displayed. Else, the Failed Acknowledgement Screen is displayed.
The OCBPA flow is similar to the BPA flow detailed above with the exception of a few steps that are not necessary and therefore omitted in this flow.
Click on the OC Plan Scrutiny for New Construction button to generate an OC eDCR number. Users need the Permit Number and the Date that is generated upon the completion of the BPA application.
The Documents Required screen lists all the documents or data required to generate the OC eDCR number.
Once the user provides the Permit Number and Date, the application details are pre-populated.
After verifying the details the user needs to upload the DXF file in order to generate the OC Scrutiny number.
The success acknowledgement page is shown in case of no errors in the application.
Click on the Apply for OC New Construction redirects users to the Apply for new building permit form page. The Location & Owner Details will get auto-populated from the previous application details. The application triggers the Create API call from the scrutiny details page. The remaining flow is the same as for New Building Plan Permit.

The OBPS Module is segregated into a specified structure. All the screen configurations are available inside the PageComponent Folder and the configuration for routing of the pages are available within the config folder which is common for both Citizen as well as Employees. New components like TimeLine is defined within the component folder. Below is the snippet for folder structure and routing configuration.

The Pages Folder is where the high-level configuration for controlling the whole flow is defined, for citizens and employees. Citizen configuration details include Apply flows, send back flows, Application details etc. The folder contains the index (the main starting point of the whole flow).
The main difference in the BPA/OCBPA registration flow from other modules is in the apply flow. The create API is called in between the flow and the Update API is called at the end.
The code for Create API request object generation is available inside the Owner details or scrutiny details component for BPA & OCBPA respectively. This API call is triggered when the user clicks on the Next button on the Correspondence Address page.
The BPA/OBPS create API call uses the Digit.OBPSService.create
method to call the API. The code details are available within the gonext() method in the following files respectively.

The Utils Folder basically contains all the methods which are being used throughout the OBPS module, and if any common method needs to be declared here, it can be imported to other files.
Throughout the flow, the Download button is mentioned according to the current state of the Application. These documents are generated from the server side and are dependent on the business service of the application. Refer to the code below to define the business service and the following keys.

Permit Date and Permit Number of BPA is required to generate the OC eDCR. The permit details enables the search for specific BPA record followed by a search for the OLD eDCR details (BPA eDCR). These details are used to generate the OC eDCR Number.

The system asks for the type of license that the user is registering for. If the user selects architecture, then a new field is displayed i.e. architecture number. For all other roles, no additional information user is required. All the roles are populated from the MDMS.
Here users have to provide the information of the person for whom the license application is being generated. By default, the name and mobile number field will be automatically pre-filled with the logged-in user data. Edits to this detail are disabled. Applicants must fill in the remaining information accordingly.
In this step, users have to enter their address details.
Users have to provide a permanent address. This is mandatory information that the user needs to provide to move to proceed with the application.
Here user gets the option to either pre-fill the form with the permanent address provided earlier or enter a different address. Users can also skip this step as it is non-mandatory.
Clicking on the Next button calls the Create API. Further information is available in the technical Implementation details section.
This screen displays a list of documents and their type (in dropdown format) from the MDMS. The document list displayed is as per the role selected by the user in license step. Users have to upload all the mandatory documents in order to proceed further.
Users can cross-verify the data entered throughout the flow on the Summary page. In case of any change or update required, the edit icon available adjacent to the section header allows the users to make the changes. It redirects users to the particular section page and the whole flow is repeated again in order to submit the application.
Along with the application details, the fee estimate for the corresponding application is also shown on the summary page.

The OBPAS module is segregated into a specified structure. The screen configuration details are available in the PageComponent folder and the configuration for routing of the pages are available in the config folder which is common for both citizens as well as employees. New components like TimeLine is defined in the component folder. Below is the snippet for folder structure and routing configuration.

The Pages folder contains the high-level configuration for controlling the whole flow for citizens and employees. The flows for citizens include Apply flows, Send Back flows, Application details etc. These carry the index (the main starting point of the whole flow).
The main difference of Stakeholder registration flow from the apply flow in other modules is that the Create API is called in between the flow and at the end, the Update API is called.

The Utils folder basically contains all the methods that are used throughout the OBPAS module, and if any common method needs to be declared here, which in turn can be imported in other files.
For updating an application the Update API from BPAREG is called using the React hooks, which has been declared under hooks/elements/obps as OBPSService.
The response object from the Create API is used for the request object of Update API, with the addition of document details which the user has entered. This marks the status of the Application as Applied instead of initiated.

This document mainly covers all the steps that one needs to do for setting up a new instance of eDCR (Development Control Regulations). Say when a new State is to be set up, there are some activities to be executed in a defined order. Setting up an instance of an application server and configuring customer-specific rules, and data, etc are a few of the key activities.
Centralized Server hosting all the ULBs within a state
All ULBs access the software over API calls.
Uniform code base supporting all the ULBs for the state. City-specific changes are maintained using client-specific implementation repositories.
A separate schema for each ULB in the database.

eDCR Service repository will be used to define default rules. The statewide rules to be defined within the client implementation repository.
How to set up a client implementation repository
After creating a client implementation repository, If you want to override rules processing for features, then create a project under egov directory like egov-client-impl.
The client-specific rules are configurable in the individual client implementation module. Here the rules are fetched by state wise, district wise, ULB wise, or grade-wise.
How to override rule processing across the state for a feature
The EG_CITY table, master data is used to decide the rules.
If the rules are the same for a feature across the state then the filename must need to keep like Far_{Client.id}.
Here client id nothing but a state name, the client.id need to update with the state name in application-config-client.properties file (Available in https://github.com/egovernments/egov-dcr-client/blob/master/egov/egov-client-impl/src/main/resources/config/application-config-client.properties) or in egov-erp-override.properties file(Available in Wildfly server under ${HOME_DIR}/wildfly-11.0.0.Final/modules/system/layers/base/org/egov/settings/main/config).
The client id used with the feature class name and configures in the properties file should match, then only the system will pick features and process otherwise it won't pick the file.

How to override rule processing district, city, and grade wise for a feature
If the rules varying across district, city, and grade wise within a state then must need to follow the following naming conventions.
If the rules are varying from district to district, then the respective district-related rules need code under separate files with a filename like Far_{District Name}. eg: Far_Udalguri.
Similarly, if rules varying for city and grade wise then those respective rules need to code under separate files with a filename like Far_{City Name}, Far_{Grade}. eg: Far_Dispur, Far_Corp
The district, city, and grade information will be reading from the eg_city table, so in this table need to update that information before starting the coding.
In a state, only for one or two cities if the rules are changing then need to override rules only for those cities in a separate file, for other all cities the default code will pick. Here default code is state level (Far_{Client id}) configured one.
Configuration Changes to setup State and Cities
The state is configured by adding property tenant.{domain_name}=schema_name (state_name) in egov-erp-override.properties**.**
Each new ULB is enabled by adding a schema name and domain name in egov-erp-override.properties file(Available in Wildfly server under ${HOME_DIR}/wildfly-11.0.0.Final/modules/system/layers/base/org/egov/settings/main/config). Schema names should follow a naming standard, It should be the same as that of the city name.
Each ULB can be configured by adding an entry like tenant.{domain_name}=schema_name (city_name) in egov-erp-override.properties file.
Insert data into eg_city, in the city table domain URL value should be the same as configured tenant domain_name in the egov-erp-override.properties.
Changes required for local machine workspace setup
Setup your eDCR service workspace by following the instructions provided in https://github.com/egovernments/eGov-dcr-service/blob/master/README.md
After set up is done, the local ubuntu machine need to update the domain URLs in the host file which you are going to use for scrutinizing and fetching the plan.
Navigate to the root directory and from there open the host config file available in the location 'etc/hosts'. Map the domain URLs with a local IP address in the hosts file and save the changes.

Enable fetch master data from MDMS by adding mdms.enable=true property in application-config-client.properties file (Available in https://github.com/egovernments/egov-dcr-client/blob/master/egov/egov-client-impl/src/main/resources/config/application-config-client.properties) or in egov-erp-override.properties file(Available in Wildfly server under ${HOME_DIR}/wildfly-11.0.0.Final/modules/system/layers/base/org/egov/settings/main/config).
Add the property and update the MDMS hostname, mdms.host={HOST_NAME} in application-config-client.properties file or egov-erp-override.properties file

By default, the master data will be fetched from the database.
If you want to fetch from MDMS instead of the database then the above configurations are required.
After setup is done APIs one must use state domain URL and in the contract tenantId of concern, the city has to be passed to scrutinize multiple cities.
One should not use the city domain URL to scrutinize or fetch plan if used that way, the response will be empty.
The tenantId used should follow {state_name.city_name} naming convention, then the state_name passed in the request and city code in the state schema must be the same.

Welcome to the OBPAS product demo script. The key objective of the demo script is to walk users through the OBPAS module and highlight module capabilities and functions.
The Online Building Permission and Approval System or the OBPAS module offers a comprehensive platform that automates the entire building plan approval process. The OBPAS module along with the eDCR scrutiny application streamlines the entire process right from the point of uploading plans for approval to fetching no-objection certificates from concerned authorities and final issue of approvals or permits.
The module aims to address key challenges that include -
Any construction in the city requires prior approval from the local body authorities. Architects and building owners submit a plan diagram that is validated as per the state/city bylaws.
Most of the building plan applications and drawing plans are submitted manually in paper format since there is a high cost involved for the AUTOCAD license and the absence of cost-effective plan scrutiny solutions.
The major drawback of the manual permit application process is that it takes more than 45 days to get one permit.
Iterative plan corrections complicate the process.
Lack of transparency is another major setback for all stakeholders.
Key benefits of using the OBPAS application -
Scrutiny is real-time which reduces the time taken for diagram scrutiny. The module routes the uploaded plans through defined workflows for required inspections and approvals.
It provides access to all authorized stakeholders including department staff, Architects/Consultants, Building owners and Senior Management team based on their role entitlement.
Being an online system, DIGIT BPA is available anywhere, any place and on any device to the various stakeholders mentioned above. The intuitiveness of the DIGIT-BPA system becomes apparent when even a layman is able to track the status of their submission easily.
Consolidated OBPAS application help ULBs -
Plan city infrastructure (roads, culverts, drains, streetlights, garbage bins) details better resulting in effective decisions depending upon the type of buildings and their occupancies
Since capital infra is the second highest expenditure category for any ULB, it is important to know where to invest the funds and resources
Ensure buildings are not constructed in restricted areas zones (AAI / Water bodies /Monuments)
Generate revenue and facilitate prompt services to the citizen
The eDCR Scrutiny application digitises the building plan approval. The application features a rules engine required to evaluate the drawing against the existing building by-laws, the scrutiny of the application, configure the internal workflow - inspection, NOCs and finally issuance of approval.
A stakeholder can be an Architect/Licensed business engineer/town planner who is registered within the ULB. Only a registered stakeholder (architect) can create an application on behalf of the citizen.
eDCR (development control rules) - which is a rules engine that basically validates the uploaded diagram with that of the by-laws of the state and provides an O/P.
UNique reference eDCR number is generated only if it is successful.
In case of a failure - the errors are marked in the diagram which can be corrected by the architect and submitted again. This can be iteratively done till scrutiny is successfully completed.
Using the successfully scrutinized plan diagram parameters, an application is created. Any value which is populated from the plan diagram cannot be modified. There is no manual intervention allowed.

Here showcase one application from OBPS is getting forked into 3 applications (one for the department to process the permit, one for airport NOC and one for FIRE NOC)
Discuss application is smart enough to figure out the list of NOCs required based on the location info gathered from the diagram.
The Architect on the creation of an application forwards it to get it concurred from the citizen. If there are any changes, the citizen requests an architect to make those changes or else can inform the architect to submit the application.
After getting approval from the citizen, the architect submits the application. On submit, the application fee is auto-generated based on configured payment details. Once the payment is made, the application is forwarded to the department.
Application fee can be either paid by the citizen or architect or the citizen can walk into any ULB designated collection counter and make the payment.
Submitted applications are available in the ULB clerk inbox for the required processing. Actions by the ULB clerk or counter employee include -
Scrutinize the application and documents submitted and check for correctness.
Request for additional documents from the applicant
Or Upload documents on behalf of the applicant
Or Reject the application citing the reason for a rejection
Or if the application and documents are in order, the clerk forwards the application for field inspection.
The Town planning overseer/Engineer does the field inspection of an application. Actions by the Field inspector include -
Schedule a meeting with the applicant offline after receiving the request and visit the actual location on the day of field inspection
The entire application is designed in a mobile-first approach which will enable the field inspector to use the application on the ground on a mobile phone
The field inspection report is designed as a series of checklists with yes and no options to make the process easier for a field inspector.
Also, the FI can take photographs of the site and tag them to the application.
If no violations are found - FI forwards the application for NOC verification
If due to some practical reasons, field inspection is not completed in a single visit - FI does multiple field inspections; the application supports the entry of multiple field inspection details.
If some violations are identified, the FI rejects the application.
NOC Verification - NOC verification responsibility lies with the superintendent of the department.

Now showcase the status of all 3 applications at the NOC level where you can see the NOC applications are of status in progress.
Now login as a FIRENOC department user - process the NOC application and approve it.
Now login as Superintendent - showcase the status change from in progress to approved and discuss 3 use cases of NOC integration.

For every building plan application, there is a need to get the No objection certificate from the concerned departments. Based on the configuration we have for the NOCs, for every application, there will be a set of NOCs required. There should be a provision to allow the NOC department user to login to our system and upload the required NOC. We are providing a user to one NOC department. Based on the workflow mode(online/offline) of each NOC type, the NOC department user can perform the action.

An illustrative guide to using the OBPAS module
The Building Plan Approval or BPA module allows stakeholders to submit building plans for approval by the concerned ULB departments. The construction or renovation of buildings is regulated by the Municipal Body in India. One must get permission from ULB prior to construction. This process involves submitting the building plan to ULB along with other documents. The ULB verifies the plan with other documents and approves the construction. The document which authorizes the construction is called Permit Order. One must have this permit order with him till the completion of construction. ULB officials will inspect various stages of construction and make sure it is compliant with the plan. Once the construction is complete, the Inspection Secretary inspects the building and releases a Completion certificate and finally an Occupancy Certificate. This completes the Building Plan Approval process.

To provide the facility for the citizen user to view the application details, updating the BPA application state and make the payment.
Users can review the list of applications and their status registered using their mobile number on the My Applications page. Each Application initially displays the Application Number, Application Type, Service Type, status, SLA with the View Details option.
Click on the View Applications by Citizen link routes users to the My Applications screen. The screen provides BPA, OC-BPA and stakeholder registration applications and details. The BPA search API and the Stakeholder Registration search APIs are called and the application cards are visible after getting the response from the APIs.

Clicking on the BPA/OC BPA application card routes users to the BPA application details page. The application details page displays the details of the application and also showcases all the actions that can be taken on the application.
Clicking on the Action button provides the citizen users with the actions list. Clicking on any one of the options opens a popup window. Users can enter the comments and upload documents. Clicking on the Submit or Forward button triggers the Update API call.

When employees click on the Send Back to Citizen button, the applications are routed back to the My Applications list of the citizen. The Application Details screen allows users to make the required changes. The forward action button routes the citizen to the Summary screen. Users can attach the documents and submit the application.

The Document Verifier (DV) is responsible for verifying the required and supporting documents uploaded by the citizen or the stakeholder with the building permit or occupancy certificate application. The application is forwarded to the Field Inspector for further review once the DV finds the documents uploaded meet the requirements. Else, the application is either sent back to the citizen for refurbishing the documents or rejected.

To send the application back to the citizen
Click on the OBPS Inbox option on the home screen.
Click on the Application No. hyperlink available in the list of applications Inbox of the employee dashboard.
Or, enter the Application No. or any other search parameter to search for the application.
Click on the Application No. link to open the application.
Scroll down the application page to review the filled in details.
Review the documents uploaded by the citizen.
Click on the Take Action button at the bottom of the application page once the review is complete.
Click on the Send Back to Citizen button if the documents do not meet the application requirements or any document is missing.
Select the applicable Assignee Name. State the reasons for sending the application back to the citizen in the Comments section.
Click on the Choose File button to upload any supporting documents. Click on the Send Back to Citizen button.
The application is placed back in the Citizen queue for required edits.
The DV can reject the application if the documents and information furnished by the citizen do not meet the permit or occupancy guidelines.
To reject application
Enter the Application No. or any other search parameter to search for the application. Click on the Application No. link to open the application.
Scroll down the application page to review the filled in details.
Click on the Take Action button at the bottom of the application page once the review is complete.
Click on the Reject button if the documents do not meet the application requirements or the information provided in the application is inaccurate.
State the reasons for rejecting the application in the Comments section. Click on the Upload Files button to upload any supporting documents. Click on the Reject button.
The application is rejected and a notification is sent to the owner informing the same.
Permit orders are sanctioned instantly for low-risk applications. However, the application goes through the normal workflows for document verification, field inspection, and NOC verification. The ULB authorities can revoke the permit order in case any anomalies are detected during the verification process.
Applications can be revoked at any stage by the Document Verifier, Field Inspector, or the NOC Verifier.
To revoke application
Click on the Application No. in the employee Inbox or enter the Application No. or any other search parameter to search for the application.
Click on the Application No. link to open the application. Scroll down the application page to review the filled in details.
Click on the Take Action button at the bottom of the application page once the review is completed.
Click on the Revocate button if the application details do not meet the permit requirements.
Enter the reason for revoking the permit in the Comments field.
Click on Choose File to attach supporting documents. Click on the Revocate button. The permit order is revocated.
The DV verifies and forwards the application if the documents and information provided in the application are found satisfactory and complete.
To verify and forward the application
Enter the Application No. or any other search parameter to search for the application. Click on the Application No. link to open the application.
Scroll down the application page to review the filled in details. Click on the Take Action button at the bottom of the application page once the review is complete.
Click on the Forward button once all documents are verified.
Select the applicable Assignee Name who will carry out the next phase of verification. Provide any additional information for the assignee in the Comments section.
Click on the Choose File button to upload any supporting documents. Click on the Forward button.
The application is forwarded to the field inspector for further processing.
The field inspector or FI is responsible for conducting the field inspection of the construction site and premises. The FI prepares the inspection report based on the observations on the defined inspection parameters.

To prepare the inspection report
Click on the Application No. hyperlink available in the list of applications available in the employee Inbox.
Or, enter the Application No. or any other search parameter to search for the application. Click on the Application No. link to open the application.
Scroll down the application page to review the filled in details. Enter the Inspection Date and Inspection Time in the panel. FI can add multiple field inspection reports as required.
Mark Yes or No as applicable for each item in the Inspection Checklist. Enter any additional information in the Remarks section available for each item in the checklist.
Select the applicable Document Type for each of the listed Documents. Click on the Upload File button to upload the relevant documents.
Click on +Add Another Field Inspection Report button to append additional inspection details.
Click on the Take Action button at the bottom of the application page once the review is complete.
To send the application back to the citizen
Click on Send Back to Citizen if any information or document is missing in the application.
Select the applicable Assignee Name. State the reasons for sending the application back to the citizen in the Comments section.
Click on the Choose File button to upload any supporting documents. Click on the Send Back to Citizen button.
The application is placed back in the Citizen queue for required edits.
The FI can reject the application if the documents and information furnished by the citizen do not meet the permit or occupancy guidelines.
To reject the application
Click on the Reject button if the documents do not meet the application requirements or the information provided in the application is inaccurate.
State the reasons for rejecting the application in the Comments section. Click on the Choose File button to upload any supporting documents. Click on the Reject button.
The application is rejected and a notification is sent to the owner informing the same.
The FI can revocate an application if the documents and information furnished by the citizen do not meet the guidelines.
To revocate the application
Click on the Take Action button.
Enter the reason for revoking the application in the Comments field. Click on Choose File to attach supporting documents. Click on the Revocate button.
The FI verifies and forwards the application if the documents and information provided in the application are found satisfactory and complete.
To forward the applications
Click on the Verify and Forward button.
Select the applicable Assignee Name who will carry out the next phase of verification. Provide any additional information for the assignee in the Comments section.
Click on the Choose File button to upload any supporting documents. Click on the Verify and Forward button.
The application is forwarded to the NOC Verifier for further processing.
The NOC Verifier is responsible for checking the no-objection permissions obtained for various civic authorities in context to the building construction. Commonly, a NOC is required from the Airports Authority and the Fire department to certify all guidelines are met by the builder and owner. If all requirements are met the NOC verifier forwards the application to the BPA Approver.

The NOC Verifier can send the application back to the citizen in case there are some details missing in the form.
To send the application back to the citizen
Click on the OBPS Inbox option on the home screen.
Click on the Application No. hyperlink available in the list of applications in the employee Inbox. Or, enter the Application No. or any other search parameter to search for the application.
Click on the Application No. link to open the application.
Scroll down the application page to review the filled in details.
Review the inspection report and NOC documents uploaded with the application. Click on the Choose File button to upload NOC documents on behalf of the NOC issuing authority like Fire or Airport.
Click on the Take Action button at the bottom of the application page once the review is complete.
Click on the Send Back to Citizen button if the documents do not meet the application requirements or any document is missing.
Select the applicable Assignee Name. State the reasons for sending the application back to the citizen in the Comments section.
Click on the Choose File button to upload any supporting documents. Click on the Send Back to Citizen button.
The application is placed back in the Citizen queue for required edits.
The NOC Verifier can reject the application if the documents and information furnished by the citizen do not meet the prescribed guidelines.
To reject the application
State the reasons for rejecting the application in the Comments section. Click on the Choose File button to upload any supporting documents. Click on the Reject button.
The application is rejected and a notification is sent to the owner informing the same.
The NOC Verifier can revocate the application if the documents and information furnished by the citizen do not meet the prescribed guidelines.
To revocate the application
Click on the Application No. link to open the application. Scroll down the application page to review the filled in details.
Click on the Take Action button at the bottom of the application page once the review is completed.
Click on the Revocate button if the application details do not meet the permit requirements.

The NOC Verifier verifies and forwards the application to the BPA Approver if the documents and information provided in the application are found satisfactory and complete.
The NOC Verifier cannot forward the application to the BPA Approver until and unless the NOC from the respective authorities is received.
To forward the applications
Click on the Verify and Forward button once all details are verified and found satisfactory.
Select the applicable Assignee Name who will carry out the next phase of verification. Provide any additional information for the assignee in the Comments section. Click on the Choose File button to upload any supporting documents. Click on the Verify and Forward button.
The application is forwarded to the BPA Approval for final approval.
The BPA Approver is responsible for approving or rejecting the application for building permits or occupancy certificates. Once approved the owner can download the permit or the occupancy certificate from the portal.

The BPA Approver approves the application for a building permit or occupancy certificate once the verification is complete and prescribed guidelines are met.
To approve applications
Click on the OBPS Inbox option on the home screen.

Scroll down the application to review the filled in details.
Review the documents uploaded with the application
Check the applicable conditions in the Permit Conditions list.
Click on the Take Action button at the bottom of the application page once the review is complete.
Provide any additional information for the assignee in the Comments section.
Click on the Choose File button to upload any supporting documents.
Click on the Approve button once all requirements are complete.
The application is approved. The citizen or the stakeholder can now download and print the building permit or occupancy certificate from their account only after paying the permit fee. There is no fee applicable for an occupancy certificate.
BPA Approver can reject the application if the documents and information furnished by the citizen do not meet the prescribed guidelines.
To reject applications
State the reasons for rejecting the application in the Comments section. Click on the Choose File button to upload any supporting documents. Click on the Reject button.
Learn how to register new stakeholders, make payments, apply for building permits and occupancy certificates
Citizens represent individuals, groups, and communities who are the building owners or occupants. The BPA module provides the citizens with the scope to view building permit applications submitted by the stakeholders or architects. They can request the stakeholders to make any changes in the application if required. Citizens approve the applications and make the payment.
The citizen can -
The citizen user portal allows stakeholders to register themselves on the OBPAS system. Stakeholders constitute architects, builders, engineers, supervisors, or town planners. A unique license number is generated for each stakeholder on the system.
Citizens can have multi-stakeholder access. Hence, a citizen can be registered as an architect, a builder, and a normal citizen.
The registered stakeholder will have state-level access permission to apply for new building permits or occupancy certificates.
To register stakeholders
Select the Language to proceed.
Select your Location.
Select service as BPA.
Click on Register as a Stakeholder option on the screen.
Enter your Mobile Number.
Make a note of the documents required to register new stakeholders.
Select the appropriate License Type that you wish to apply for.
Enter the Licensee Details such as Name, Gender, Mobile Number, Email, and PAN Number.
Enter the Licensee Permanent Address.
Enter the Licensee Correspondence Address. Check the Same as Permanent Address box if both address are same.
Upload the required documents.
Review the application details in the Summary view.
The application submitted successfully message screen provides the stakeholder registration application number.
The registration application is now in queue for document verification and approval by the Document Verifier and Approver.
Once the stakeholder is approved the applicant receives a notification. In addition, the Building Permit New Construction, Occupancy Certificate New Building Construction, and the DIGIT DCR Scrutiny options are added to the system menu.
The view application option allows citizens to review the application submitted by the stakeholder. In case there are any mistakes or changes required in the application the citizen can request the stakeholder to make these edits.
To view application status
Click on View applications by Citizen.
The My Applications screen will list all the applications submitted by the stakeholders on behalf of the citizen. The application details will display the status of each application.
The Application Timeline shows the past actions completed for that application.
Building permit applications submitted by the architects or any other stakeholders are routed to the citizens or the owner to verify details. The owner reviews the application details and sends back the application to the stakeholders if there is any mistake or any changes required in the application.
To request edits or approve applications
Click on View Applications by Citizen option.
Click on View Details button available for the relevant application.
Scroll down the application page to review the details submitted in the application.
Click on the Take Action button. Click on the Send to Architect button if some details require editing. This will open the Forward Application panel.
Enter the information you want to pass on to the architect in context to the application in the Comments section. Click on the Upload Files button to upload any supporting documents for the application.
Click on the Send To Architect button. The application is now in the stakeholder’s queue for further processing.
Click on the Approve button if there are no changes required in the application. This will open the Forward Application panel.
Enter any Comments in context to the application in the panel. Click on the Upload Files button to upload any supporting documents for the application. Click on the Approve button. The system displays the approved success acknowledgement message.
The Make Payment button is enabled once the stakeholder submits the building permit or occupancy certificate application on behalf of the owner.
Click on the View Details button to make the payment.
Click on the Take Action and then the Pay button at the bottom of the screen.
The Payment Collection Details panel displays the Total Amount payable towards Application Fee along with the break-ups.
Select the relevant payment method. Enter the payment details.
The payment success acknowledgement message is displayed along with the Payment Receipt No. Click on the Download/View Receipt button to view or download the receipt in pdf format or click on the Print icon to print the receipt.
Stakeholders represent the registered builders, architects, town planners, engineers or supervisors. The stakeholder role within the system encompasses submitting details for eDCR scrutiny, obtaining building permit orders, completion certificates, and occupancy certificates.

Follow the steps outlined for Register Stakeholders in the Citizens section.
The DIGIT-DCR Scrutiny option in the BPA module allows stakeholders to upload and submit building plan diagrams. The scrutiny process checks if the drawing meets the required standards and applicable compliance guidelines. Once the scrutiny is complete, the plan is either approved or rejected depending on the scrutiny findings.
To submit plans and diagrams for DIGIT-DCR Scrutiny
Navigate to the eDCR Scrutiny menu card on the screen. Click on the Plan scrutiny for new construction option.
Select the applicable City for the proposed construction. Enter the Applicant Name. Click on the Upload File button to upload the plans and diagrams. The system accepts only .dxf files and the maximum file size should not exceed 30MB.
Click on the Submit button to submit the plans for scrutiny. Click on the Clear Form button to start a fresh application.
The system displays a success acknowledgement message along with a unique eDCR Scrutiny Number. Note this number for future reference. This number is required at the time of applying for a new building permit.
Click on the Create Building Permit Application button to apply for a permit.
Follow the same steps to apply for Occupancy Certificate eDCR Scrutiny for New Building.
Click on the OC Plan Scrutiny for new construction option in the eDCR Scrutiny card.
Check the list of required details to process the OC eDCR scrutiny.
Enter the Building Permit Number and Building Permit Date. Click on the Search button
Your application details are visible on the screen. Review the details and then click on Proceed for OC Scrutiny button.
Upload the OC Plan Diagram. Click on the Submit button.
The OC Building Plan eDCR Scrutiny process is successfully completed. Make a note of the Scrutiny Number. Click on the Download Scrutiny Report button to download and print the report.
In case of any errors or lapses the plan scrutiny is rejected and the system displays a failure message. In such a case make the changes and resubmit for scrutiny.
Stakeholders can apply for building permits for new construction once the eDCR Scrutiny is approved.
To apply for building permits for new construction
Click on the Building Plan Permit New Construction option in the Building Plan Approval card.
Make a note of the list of documents required for the building plan permit. Click on Next to proceed.
Enter the eDCR Scrutiny Number.
This fetches the scrutiny details.
Enter the Holding Number and Land Registration Details.
Click on Skip and Continue button to skip inputting these details.
Enter the Location Details.
Enter the GIS location details.
Enter the City, Street Name and Landmark details.
Enter the Owner Details.
Upload the required documents.
Enter the NOC Details.
Review the Application details.
Click on Send Application to Citizen. The application is routed back to the citizen for action. The citizen has to pay the fee and submit the application for processing.
The New Building Plan Application is submitted successfully. Make a note of the Application reference number for tracking status and details. This number is also shared with the applicant on their registered mobile number.
Click on OC for New Construction option in the Building Plan Approval card.
Make a note of the required documents to complete and submit the OC application.
Enter the Holding Number and the Land Registration Details.
The Scrutiny Details are auto-populated and available for review.
Upload the required documents.
Upload the NOC Details.
Review the application details in the Summary section. The system displays the estimated fee for processing the application based on the given details. Click on the Submit button to submit the application.
The application submission message screen provides the application reference number.
